ANALISIS PERMASALAHAN E-PURCHASING DALAM PENGADAAN BARANG DAN JASA SATUAN KERJA (STUDI KASUS SATKER KEMENTERIAN KEUANGAN)
This study aims to analyze the implementation of e-catalog in the procurement of goods and services work unit. Based on Presidential Regulation No. 16 of 2018 regarding procurement of government goods / services, the procurement’s policy is to develop e-marketplace through e-purchasing. This is done by using e-catalog in the process of selecting goods and services. E-catalog displays goods and services required by the work unit with specifications and competitive prices. The analytical method used is descriptive analysis with the type of qualitative research. The method used is depth interview to procurement officer and literature study. The results show that there are some obstacles in the application of e-catalog. Not all goods and services needed work unit contained in e-catalog. There are still other costs beyond the prices listed in the catalog. In some situations, the prices offered in e-catalogs are higher than elsewhere. Most of the procurement officer claim to have easiness in implementing e-purchasing, but there are some unpleasant experiences they run into. This research is useful for policy makers especially LKPP to up date data of goods and services included in e-catalog and make policy related e-purchasing. This research also useful for procurement officer and committing officer in fulfilling requirement of goods / services in his/her work unit.
